The Belarus Football League 2. Division was founded in 1992, shortly after the dissolution of the Soviet Union. It was created as a second-tier professional football league in the country, with the top-tier being the Belarusian Premier League. The League 2. Division consists of 16 teams, all of which are based in Belarus. The season runs from April to November, with each team playing 30 matches. The top two teams from each group are promoted to the Premier League, while the bottom two teams are relegated to the lower-tier Belarusian First League.
The first ever game in the Belarus Football League 2. Division took place on April 18, 1992, between FC Vitebsk and FC Smorgon. The game ended in a 1–1 draw. Since then, the league has grown in popularity and is now one of the most watched football leagues in Belarus. The corporate structure of the league is overseen by the Belarusian Football Federation (BFF), which is responsible for the organization and regulation of all football activities in the country.

The Vysshaya Liga is the top division of professional football in Belarus. It was first established in 1992, with Minsk being the inaugural champions. The teams are divided into three tables, with a promotion and relegation system for the best and worst-performing teams. The bottom three teams are relegated to the Pershaya Liga. Each team plays a total of 248 games in one season, and the team with the most points at the end of the season is crowned the champion. The top team qualifies for the UEFA Champions League Qualification main tournament or preliminary qualifications.
The Vysshaya Liga 2021 season saw a total attendance of 555,872, with an average attendance of 2,470 per game. The team with the largest stadium, Dinamo Minsk, had a total capacity of 22,000.
The Vysshaya Liga is the second division of football in Belarus, and its largest TV partner is the Belarusian Television and Radio Company (BTRC). The official organization in charge of the league is the Belarusian Football Federation (BFF).
